Hamner, Jewell & Associates assists public agencies and non-profits with relocation assistance programs in conformance with requirements of California Government Code, Title 25 of the Housing & Community Development Act, and the Uniform Relocation Assistance and Real Property Acquisition Policies Act, for federally assisted projects.

We specialize in implementing relocation programs in conformance with Caltrans, HUD regulations, including complex overlaying regulations associated with CDBG and HOME funding, tax credit funding, and RAD program requirements, Section 104(d), Mobile Home Park Closure ordinances.
Our services include property relocation planning, analysis, and cost estimating, preparation of relocation plans and guidelines for client adoption, and relocation assistance implementation for temporary relocations and permanent displacements.

Mira Vista Senior Housing Project - Camarillo, CA
On behalf of the Area Housing Authority of Ventura County, Hamner, Jewell & Associates developed an extensive and complex relocation plan and implemented a relocation assistance program in accordance with the guidelines of Federal Funding (HUD, CDBG) and the Tax Credit Program. Relocation assistance was provided to forty-three residents, all of whom were seniors displaced because they exceeded the new income limits under the Tax Credit Program.
Paseo Nuevo Multi-Family Apartments - Oxnard, CA
Starting in 2010, Hamner, Jewell & Associates provided relocation assistance for the Paseo Nuevo Affordable Housing Project on Cypress Road in Oxnard. Hamner, Jewell & Associates was retained by McCarthy Companies, the partner/developer in the public-private partnership joint venture with the Oxnard Housing Authority and Oxnard Redevelopment Agency. We provided a review of the relocation cases and developed relocation assistance cost estimates. We prepared the Relocation Plan and provided all required relocation noticing for the tenants in a bilingual format of both English and Spanish. We conducted available housing research. We conducted tenant interviews and determined the level of relocation assistance that each tenant personally required. We provided references to replacement housing that included public housing, Section 8 units, and private housing alternatives, and helped tenants secure replacement housing rental agreements. We prepared required relocation assistance claim forms and submitted them to the Housing Authority for payment. We coordinated with the Housing Authority to help facilitate and expedite Section 8 inspections and landlord agreements for selected replacement properties. We maintained documentation on the relocation process and developed a spreadsheet to track the status of all relocation cases and payments, including all future relocation payments due to the tenants (tenants that received cash payments were paid on an installment basis).
All tenants found replacement housing by the required deadline. The Oxnard Housing Authority provided priority placement in available public housing units and also provided Section 8 vouchers to those tenants that would qualify. The project involved extensive coordination with the Section 8 Housing Authority staff.
Shadow Hills - Thousand Oaks, CA
In 1992, Hamner, Jewell & Associates assisted Many Mansions, a Thousand Oaks Non-Profit Affordable Housing Agency, with a temporary relocation plan for the Shadow Hills property. This very-low to low-income housing project recently underwent a second rehabilitation project in 2016, in which we have again been contracted to prepare & provide a relocation plan and coordinate multiple phases of tenant relocations to a nearby hotel during their unit rehabilitation. Our work included lining up the hotel contract, interfacing with the hotel weekly, preparing all tenant notices, interfacing with the movers weekly, distributing boxes & meal allowance gift cards, processing hotel invoices for payment, and being present on site every Sunday during the vacate process to ensure vacates & hotel check-ins are completed.
Westview Village - Ventura, CA
Hamner, Jewell & Associates facilitated residential relocations for the first phase of this 180 unit public housing demolition & reconstruction project that was undertaken as a RAD conversion project with TCAC monies. Our team drafted a relocation plan in compliance with the various funding sources and regulations and assisted 68 public housing residents with temporary housing relocations using Section 8 vouchers to make way for the demolition of the first phase of the project. The redevelopment of Westview will nearly double the affordable housing units on the site, with plans that include 320 units. Our work included the relocation plan, all RAD noticing & Tenant relocation assistance.
California High-Speed Train - Fresno, CA
Hamner, Jewell & Associates has performed extensive relocation assistance and relocation planning on behalf of the California High-Speed Rail Authority. Our team has provided assistance to both commercial and residential owners and tenants along the planned route of the High-Speed Rail. Businesses that we have assisted include hotels, manufacturing warehouses, auto body repair shops, trucking and transportation yards, and more.
